Why procurement the project is not needed to complete a task

A Chinese proverb says: "Give a man a fish and you feed him for a day. Teach a man to fish and you feed him for a lifetime." One argument against procuring part of a project is that the seller offers you a product or service but doesn't teach you how to re-create that product or service. In essence, the seller gives you a "fish" but doesn't "teach you to fish." And so when the project is over so goes the knowledge with the seller. Thinking in terms of the buyer, how can you ensure that you retain the part of the project knowledge that is vital to repeat work? Stated a different way, how can you ensure that if you need to complete a similar task or project in the future and you do not want to procurement the project, that you are not dependent on outsourcing again?
