Why management committee did not endorse the employment


Problem: The internal policy of Opportunity Corporation is before anyone is employed by the corporation; approval must be sought and given by the management committee. The head of Human Resources, Dr. Mavis Brown, on January 4th wrote to Mary Opportunist offering her a position in the corporation. Dr. Brown stated in the letter to Mary that her appointment would have to be approved by the corporation's management committee. Mary believed that the management committee's approval was a routine act, a mere rubber stamping of the offer. Having accepted the offer, Mary sold her house and resigned from her old job. A few days later on January 10th, the management committee did not endorse the employment of Mary and canceled the offer. Did Dr. Mavis Brown have apparent authority to bind the corporation?
