If someone isnt acting voluntarily, then they arent responsible for their actions.
If one does act voluntarily, then one's actions are as a result of their motivations. Motivations however are determined by circumstances in one's life- like their upbringing or beliefs for eg.
Thus, people aren't responsible for their actions.
