Why is it that when air at 1 atm is throttled to a pressure

Why is it that when air at 1 atm is throttled to a pressure of 0.5 atm, its temperature at the valve exit is closely the same as at the valve inlet, yet when air at 1 atm leaks into an insulated, rigid, initially-evacuated tank until the tank pressure is 0.5 atm, the temperature of the air in the tank is greater than the air temperature outside the tank?
