Why is it a bad thing when these nutrients get to the ocean

Assignment Task: "nutrient runoff" is problematic for marine environments. In case you missed it, they're referring to the fertilizers that farmers use on their fields or people use on their lawns (when it rains these fertilizers get into tiny local streams and sewers which get into bigger rivers and dump into the oceans). These fertilizers are mostly just nitrogen and phosphorus which are essential nutrients to help plants and organisms grow and be healthy. So why is it a bad thing when these nutrients get to the ocean? (Note: We're not talking about pesticides here)
