Why do americans seem to be evenly divided on the issue

Problem

Earlier this year President Biden issued an executive order that would give up to 10,000 in debt for student loan borrowers Only about 15% of Americans currently have student loans but the polling data suggest that support for the president student loan forgiveness is relatively split 43% support and 44% oppose while the rest are unsure based on what we have learned this semester how can we explain the fact that student loan forgiveness is so polarizing one only a small percentage of people are eligible to receive the benefit why do Americans seem to be evenly divided on the issue why do people who don't receive the benefits still care deeply about the policy.
