Why atticus would attempt to agree with bob ewells actions


Problem

During Atticus' closing speech in To Kill a Mockingbird, why does he say that Mr. Ewell did what "any God-fearing persevering respectable white man would do under the circumstances?" I don't understand how to analyze this and why Atticus would attempt to agree with Bob Ewell's actions when he was defending Tom Robinson.
