Who finalizes and enforces decisions with force

Problem

Locke's view on the State of nature is when people live together and are governed by reason. In other words, the people collectively live under the ruling of a "government" which in this case is a group of people who make decisions on specific situations together by trying to find the pros for each decision to make it as fair as possible. Locke's State of War is when people in the community make decisions and force them without a common authority which would be like a president or prime minister; or any elected official. The Difference between the two is that the State of War starts when there are people forcing an ideal or "laws" onto the people where they shouldn't be in the community. The transition from the State of Nature to State of War occurs when the community goes into a "dictatorship" where there is no elected official and the community is under the rule of a group of people or one person who finalizes and enforces decisions with force.
