This is an interesting topic. I know here in Ohio, a local retired Judge who does communication seminars and educational groups had a survey/questionnaire sent out to the south-side (mostly) community and the city. The questions were about free-internet. The results from that are ongoing as several communities now use a single router that is on top of a building and the neighborhood and his building has free internet--so to speak. Its a movement! I believe its called Digital Inclusion. Your topic reminded me of this because there must had been enough respondents at the time for grants and or the state to even accept the finding that internet should be free or everyone should have access.
