Which one was the more progressive

Problem

Theodore Roosevelt was an "Accidental President" in 1901. Upon the assassination of William McKinley, Vice-President Roosevelt was elevated to the presidency. Roosevelt was a bit of maverick in that he didn't always tow the Republican line. After serving as President for almost two entire terms, Roosevelt retired. But in 1912 he decided to run for the presidency again. There was a split in the Republican party and the Democrats were able to elect Woodrow Wilson to the presidency.

Both Wilson and Roosevelt have been described as Progressive presidents (Reform presidents). In your opinion which one was the more Progressive? Rate both of them on a scale of 1-10 (1 being lame and 10 being the most). In a paragraph. identify your scores and explain your selection. In other words defend your answers. For example they might be progressive on one item but not so on another one.
