Many studies have identified data security or privacy as a major factor influencing ICT adoption in different industries (e.g. Tan et al., 2009; Tan and Teo, 2000; Gunasekarana & Ngaib, 2008). Therefore, security remains to be a major barrier in ICT projects such as those in e-procurement or computer-based contract which is caused a lack of confidence in ICT practices.
