Problem

CIAP Funding for Covert Action: Imagine that you are on the ODNI/CFO staff. The DNI will soon meet with the Directors, CIA and OMB to discuss potential beneficiaries of the recent mid-fiscal year "OCO" supplemental appropriation. The accompanying classified conference report directed that a portion of the additional CIAP budget authority was earmarked for covert action. In preparation, the CFO has requested your recommendation and a very brief rationale, on which one of the following activities would be most appropriately funded as a covert action: ---

• funding for the establishment of an commercial cover enterprise for DIA Defense Clandestine Service case officers to use for HUMINT collection; ---

• funding for U.S. military tactical clandestine force protection measures to complement host nation security of a classified and politically sensitive joint use facility in a foreign country;

• Increase in funding for anonymous overseas social media and foreign news media campaigns to undermine the position in his "sanctuary" country of an "exiled" genocidal despot plotting a return to power; ---

• funding for IC collection and analysis to support an overseas DEA/FBI "sting and snatch" and subsequent trial of an indicted drug lord; ------

• Funding to reimburse SOCOM MIP and CIAP accounts for real time tactical ISR support for a recent successful (and publicized) U.S. hostage rescue raid on a remote terrorist compound; or

• funding for a proposed joint DOD/DOJ/IC/contractor program to surreptitiously allow hostile foreign intelligence collection agents to obtain (unknown to them) defective advanced technology products; (Note: in the absence of a "Finding" the proposal was briefed by NCIX to the "Gang of Eight")
