Whether the approach is an example of cas or not

Assignment task: In the discussion posting, critique whether the approach described below represents an application of CAS and explain your reasoning:

A human resource management team in an organization was about to implement a new performance management system. But the team members wanted to avoid predictable problems stemming from the introduction of the new system. In an effort to predict what might happen before implementation, team members assembled a focus group of long-service employees from the organization from many different levels on the organization chart, many different departments, and many different geographical locations.

The focus group process was simple. The HR team members thanked the focus group participants for attending the event. The team then briefly summarized the new performance management system and asked the focus group participants what they would predict would be the organizational response to the proposed change. In other words, the focus group took the form of asking people, "If we implement this new performance management system, based on your experience in this organization, what do you predict would happen?"

The HR team members then flip-charted out the predictions of the focus group members. For each negative prediction, the team tried to identify actions to put in place before implementation that would avoid or minimize the negative effects.

Describe in your one-paragraph posting whether this approach is an example of CAS or not. Be sure to clarify your reasoning (explain why you think as you do).
