Whether pipeline be built near city water supply

A pipeline is being proposed that would carry oil from Canada to the US. Within the US that pipeline would traverse several aquifers (basically an area's supply of fresh water) and obviously pose a potential danger to the water supply of several metropolitan areas with a combined population of more than 3.5 million people. On the plus side it would generate, directly and indirectly, approximately 15,000 jobs in the US alone. Statistics indicate that one job, on average, favorably impacts four people. Those people are either family members or store owners where the job recipient works, and so on and so on and so on, but that would in no way come close to the 3.5 million people who could be without water if there were a leak not to mention the wildlife in the area and farm animals. So, pick a side and make your case. Should the pipeline be built or not?
