By raising the cost of a pesticide application, firms will be less likely to apply less toxic products on an as needed basis, and more likely to use more toxic products on a "calendar spray" basis. Pest management techniques that require monitoring and treating only when and where needed (techniques generally hailed as environmentally friendly) will become more expensive relative to traditional methods of blanket treating properties.
