What will be the amount of the highest bribe

Problem

A 73,000 acre stretch of rugged canyon in West Virginia called the New River Gorge has recently been designated a National Park. Because it will be a National Park, the National Park Service will control who will be allowed to sell food in the park. As it has done with other national parks, the National Park Service will identify one food business as the only food seller allowed throughout the park. Suppose that the people in the National Park Service who are in charge of determining which one food seller will get the monopoly in the New River Gorge can be bribed. In fact, suppose that they will give the food-selling monopoly in the New River Gorge to whomever offers the highest bribe.

What will be the amount of the highest bribe? Your answer doesn't have to be a specific number of dollars (although you could make up a numerical example if you think it would improve your explanation). Rather, your explanation must incorporate a particular concept and use that to justify your answer.
