Certificate of Needs
For this assignment you are to research whether the state of North Carolina in which you live or work has a Certificate of Needs law in place. If so or not, identify the policy decisions your State made in making that determination. If your State has altered its perspective over time, what was the rationale for its change? Keep in mind, you will probably have to dig a little bit and do some research in order to locate the information you need. After you've completed your research write a few pages paper specifying this rationale with sources cited and data and evidence used when appropriate. Finally, state your opinion on whether your State's approach is correct and the rationale for your opinion.
