What torque should be applied during the assembly

A biomedical application requires that a very thin layer of an elastic polymer should be loaded in pure shear, with a shear stress of 10 kPa. It is proposed to achieve this by loading a stainless steel tube in torsion, depositing the polymer layer on the outer surface, and then releasing the torque. If the polymer has a shear modulus of 400 MPa and the tube has outside diameter 50 mm and wall thickness 3 mm, what torque should be applied during the assembly? (Gstainlesssteel = 80 GPa).
