Instructions
Students are to utilize the same local or state government from short papers #1 and #2 to research a public finance dilemma in their chosen local or state government. Students should prepare an 8 to 10 pages public finance recommendation addressed to the head of that government (i.e., mayor, commission chair, or governor) with the following components:
1) Executive Summary
2) Background: Organizational Structure, Economic Conditions/Outlook, and Fiscal Policies, major revenue sources and major expenditures.
3) Problem Statement: Identification of high cost/major expenditure
4) Analysis of Expenditure:
a. What are expenditures? What programs are covered under this expenditure?
b. What is public good and choice? How does this expenditure reflect both?
c. How does political equilibrium affect public finance? What is the political equilibrium of your chosen expenditure?
d. What is cost-benefit analysis? What are the findings of a cost-benefit of your expenditure's programs?
e. What are different revenue strategies? What taxation strategies are used to fund your expenditure's programs?
5) Recommendations:
a. Is the current funding level appropriate for this public good?
b. What changes should be made to the revenue streams and expenditure level?
c. How will these changes impact the local or state government's service to constituents?
Format your homework according to the give formatting requirements:
• The answer must be using Times New Roman font (size 12), double spaced, typed, with one-inch margins on all sides.
• The response also includes a cover page containing the student's name, the title of the homework, the course title, and the date. The cover page is not included in the required page length.
• Also include a reference page. The references and Citations should follow APA format. The reference page is not included in the required page length.
