This might be of opportunities, rewards, etc. Be specific in identifying (i) the setting (e.g., schools, families), (ii) the types of resources distributed, (iii) issues that can thwart fairness and equity, and (iv) policies and practices that could strengthen the fair and equitable distribution of said resources. I estimate this can be accomplished.
