Explain the importance of the easy export substitution stage of industrial transformation as a means to absorb labor from less productive sectors, particularly agriculture. Why is it that this stage is able to absorb more labor than the difficult ISI stage? (Hint: think about how goods are produced.) What other benefits are there to easy export substitution compared to premature difficult ISI as a stage of industrialization to follow after easy ISI?
