What types of organizations tend to operate with more centralized leadership and authority as opposed to a decentralized, empowered work environment?

There are many organizations that operate with a centralized leadership and authority throughout the world. Centralized leadership consists of top leaders using the chain of command to communicate with lower level employees. A main organization that utilizes this type of leadership is the military. This is because there is a chain of command for individuals to go when reporting for duties and receiving orders. Their higher up's also have to report to their higher up's for orders. Small businesses also operate in this manner because of the amount of employees that work for the company. Small businesses do not have different departments like larger publicly traded companies do. In a small business, there is typically one manager that the employees report to. By using a centralized system, it is the only feasible way for a small business to run smoothly.
