What are concrete solutions citizens and other organizations can do to choose leaders and punish corrupt ones. (ie. explicitly teach voter education in schools or establish a global agency that assesses government leaders (i.e. president) or a global agency that holds government leaders accountable). Secondly, What models from other countries or supernations like EU that the Philippines can adopt to achieve government accountability and qualified leaders.
