Scenario
You are a uniform police officer with the Greater Sudbury Police Service assigned to uniform patrol. On Monday June 26th, 2021, at approximately 1:30 pm. You walk through the campus grounds of the local college as part of your proactive community policing. While walking near the back of the Research and Academic Centre of the college you observe a male with a pry bar appearing to try to force open an exterior side door to the building. The male observes your presence and states he works at the university and had locked his keys inside the building and then proceeds to quickly walk away from you.
You later determine the male to be Mark Green, 21 years, an unemployed welder who currently has no fixed address. You later determine that Green is on CPIC for two previous convictions of Theft Under $5,000 involving breaking into automobiles in the downtown core of Sudbury. There is no prior involvement with the Greater Sudbury Police Service on the internal data records. You also check with the college and there is no Mark Green employed at the college. Upon checking the exterior door, you can see fresh damage done to both the door and the door frame.
