What is the concept of supply reduction? How is supply reduction accomplished through criminal sanctions and controlling drugs at their source? Are these effective measures? What is the concept of demand reduction? How is demand reduction accomplished through drug testing? Is this effective? Is expanding the availability of treatment effective in reducing demand?
