Behavioral economics . Assuming that the motives of bureaucrats are those of the standard self-interested maximizing individual, what methods might be used to limit growth of government that results from incentives for bureaucrats to try to grow their own agencies? What if their motivations are more complex, and include concern for the wellbeing of others and/or taking pride in their professionalism and in a job well done?
