Problem: Fair housing laws were passed in the wake of MLK's death. Set to die in limbo, MLK's death and Lyndon B. Johnson's advice spurred the law into acceptance.

The riots of course were directly linked to the death of MLK, and the passage of fair housing laws as well. Without his death, I'd argue that the housing laws still could have potentially passed, but it could have taken longer or have died in limbo. MLK's death and America's reaction to it caused a surge in civil unrest and political action.
