What have other states done to help address global warming? In terms of the strategies, these may or may not be tied explicitly to what people in the jurisdiction/entity you are looking at are doing although they could be. For instance, if you were looking at reducing vulnerability to heat for people who are currently unhoused in Phoenix you might BOTH look at what has already been tried locally but ALSO at ideas or strategies that other cities have tried, or that NGOs or academics have suggested.
