The  Federal Sentencing Reform Act of 1984, which became effective in 1987,  was designed to reduce sentence disparity and phase out parole release  by 1992. The statute also generated a great deal of confusion and  litigation-many judges opposed the legislation's sentencing guidelines  that removed much judicial discretion. On January 18, 1989, however, the  Supreme Court ruled that the 1987 sentencing rules, established by a  commission created under the 1984 statute, were unconstitutional . This ruling did not end the  controversy: Appeals over guidelines interpretation have burdened  appellate courts, and judges have been concerned about the lack of  consideration given to such factors as age, education, and family ties  for rendering sentencing decisions.
