The Federal Sentencing Reform Act of 1984, which became effective in 1987, was designed to reduce sentence disparity and phase out parole release by 1992. On January 18, 1989, however, the Supreme Court ruled that the 1987 sentencing rules, established by a commission created under the 1984 statute, were unconstitutional .
