What happen turnip farmers complain that price is low

Turnip farmers often complain that the price of turnips is too low. They want the gov't to buy turnips for school lunches. Senator Smith notes that several years ago, they had the same complaint, and when the gov't imposed a price support above the market price, farmers were happy for awhile, but now they are upset again, and what's more, there are more of them (farmers and turnips) than ever. Explain what happened.
