What governments do to get people work together


Problem: Olson argues that the two tools governments can use to get people to pursue the common good are "coercion or some other special device to make individuals act in their common interest" (p. 2). Obviously, coercion means using force to make people do something they wouldn't otherwise do. But what might he mean by the second option? What else can governments do to try to get people to work together for the common good? Can you think of an example of this? Think through before answering.
