Problem:
An urban environment with little vegetation and pollution but very little work of natural destruction. Nature is controlled by humans. However, the environment is polluted with little natural beauty. Society is controlled by those who are the most powerful. Resources, culture are controlled by the powerful and live in luxury while the majority of society have access to limited resources. While this environment benefits only a few, all who live in this society have a place to live and food to eat. One's survival is based on how well one follows the rules created by the powerful - as long as the rules are followed, one is bothered.
