Not all private companies are just concerned with profits (at least not directly). Many time it's just because they care about their communities and know that if they are involved with the city government that will also be good for them.
Here is an example from when I was the Chief in Lawrence, MA. We had a major problem with car thefts. Now there were a lot of reasons for this but we had other issues that we also had to deal with. The MA state auto insurer's association was working with us but we couldn't get a handle on it so they came up with a grant to hire two officers and two unmarked detective cars for us that would be dedicated to dealing with auto thefts. I also assigned two detectives to our auto theft task force and got the State Police to assign two troopers to the task force.
One of the problems we had was the local judge treated auto theft (a felony) as "joyriding" (a misdemeanor) so the thieves (mostly adolescents) were just getting a slap on the wrist and going out and stealing cars again. The problem was resolved when the judge's car got stolen and they torched it. After that you didn't want to go before that judge if you stole a car. LOL
