As a result of the attacks on 9/11, Homeland Security Presidential Directive 5 called for the development of a "consistent nationwide approach for federal, state, local, and tribal governments to work effectively and efficiently together to prepare for, prevent, respond to, and recover from domestic incidents, regardless of size, cause or complexity". Based upon this directive, explain which component(s) of the National Incident Management System and the Incident Command Structure you think may be difficult to implement, given the variance in resources between the levels of government. How might you overcome this issue?
2. Based upon what you have learned in this module, what do you consider to be the most and least likely unconventional weapons that terrorists might employ against the United States? Why?
