Assignment task: What difference does a budget constraint make to your example:
In society, how do we allocate resources (land, labor, capital) to maximize collective utility? Some areas you may want to think about are education, transportation, sports and leisure, environment. How do we measure utility, how do we decide what to buy/build/do, how do we evaluate the outcome? There isn't right or wrong answers here - think about things and toss around ideas.
