Evaluate what staffing we would need for two possible scenarios. First if we do everything "in house," what staff will we need and what skills will they need. The second possibility is that we would outsource some of the more costly resources. What could those be? If we outsource would we need to have someone from the company that monitors them? What skills or knowledge would they need.
