Problem
Scenario: Ballistic Missile Defense System - Cybersecurity Program (20 pts.) Situation: The U.S. Department of Defense Missile Defense Agency (MDA) develops and deploys a layered Missile Defense System to defend the United States, its deployed forces, and its allies from missile attacks in all phases of flight. Since ballistic missiles have different ranges, speeds, size and performance characteristics, the Ballistic Missile Defense System (BMDS) is designed to counter ballistic missiles using an integrated, "layered" architecture that provides multiple opportunities to destroy missiles and their warheads before they can reach their targets.
The system's architecture includes:
1. Networked sensors (including space-, ground-, and sea-based radars for target detection and tracking;
2. Ground- and sea-based interceptor missiles for destroying a ballistic missile using either the force of a direct collision, called "hit-to-kill" technology, or an explosive blast fragmentation warhead;
3. A Command and Control, Battle Management, and Communications (C2BMC) network providing secure network communications for the individual sensors and weapon elements of the BMDS including robust, high-availability connectivity to quickly share information across the global BMDS.
Task
1. As the appointed site ISSM, for the C2BMC network, to be fielded within the Pacific region, detail and explain the top Three priorities for its Cybersecurity.
2. What top priorities and/or possible concerns do you believe the site Authorizing Official (AO) may have with the authorization and operation of C2BMC?
3. Considering C2BMC is a Program of Record (POR) what expectations would be placed on the Program Management Office (PMO)?
