With respect to your opening remarks related to one of the topics of discussion, NORTHCOM, could you build upon what you offered as to how it can support civil authorities in the event of a domestic emergency. This would seem to have direct relevance with homeland security-related missions, so additional insight and examples would be appreciated. Regarding the Policy Comitatus Act, you clearly noted the intent of it, as well as certain circumstances in which it is to be utilized. Yet it has been my experience that there has been great misunderstanding in how it is to be applied, especially by those in the military in which it affects the most. So could you offer reasoning as to why this is the case and what changes might be implemented to make needed improvements regarding this matter?
