There are 15 people in my department. It has been a long-standing practice to hold a weekly departmental meeting at 3:00 PM each Wednesday afternoon. Rather, we should say I attempt to hold it at 3:00 PM because about half of my employees are more than five minutes late, and two or three of them are usually late by 15 minutes or more. I have have made repeated announcements about being there on time but to no avail. Come Wednesday at 3:00 PM, I usually find myself and the same six or seven punctual attendees present and waiting for the late-comers.

What can I do to encourage punctuality in attending your staff meetings?
Should I consider an alternative meeting format to alleviate the problem? (Such as hosting virtual meetings, monthly meetings etc.)
