What can be said about current and future ethical conflicts

Problem

It seems that our society has a great inclination to solve ethical problems through the legal system. What can be said about current and future ethical conflicts - do we just need more laws on the books, so society can justify certain behavior? What do you feel is the importance of establishing the public organization as a moral agent?

Anyone that is able to make ethical decisions and put them into action is considered a moral agent and with that said all public organizations have a responsibility to themselves and the public to act and operate in an ethical manner. The public organization has the power to do as it please whether it is dealing with wagers or working hours however, the actions of the organization whether they be ethical or unethical come with consequences. Everyday individuals in society do as they please and some could care less about ethics and that is why we see a lot of civil disobedience being practiced on a daily basis.

When it comes to the public organization there is no doubt in my mind that a set of ethics has to be established and put in place by the organization for everyone to follow. Making more laws will not solve the problems that we are dealing with in society and to be honest I believe that the more laws that you make the more crime or unethical practices will grow. Public organization as amoral agents can help with that by establish a culture that punish individuals for unethical practices and set the tone for the future and beyond.
