2. Here is how this works in manufacturing. When I worked in Aerospace manufacturing, if a customer wanted a part for a commercial engine that was in production so that they could repair the engine, the wet pipeline lead time would apply since those parts were being routinely produced in the supply chain to feed our engine assembly line. So perhaps the lead time would be 30 days.
But if the Air Force asked for parts for the B2 Bomber for the first time since their last order 10 years ago, we would have to quote them the cold start lead time since we would have to call up all of the suppliers in the supply chain, have them go out in the locked containers behind their factories and try to find the tooling, search for the work instructions and assembly procedures, find or train mechanics in any specialized processes, and so on. So in this case, the cold start lead time might be 18 months.
