What are the two defining characteristics of a public good

Problem

What are the two defining characteristics of a public good?

Consider the problem of acid rain between two countries. Acid rain occurs when Sulphur dioxide and trioxide emissions interact in the atmosphere with water modules. The result of this interaction is, typically, a dry deposition that falls back to the earth's surface, causing damage to lakes, plant life, building, health, etc. This dry deposition falls back into the country where the emitters are located as well as falling into the neighbouring country. How does this relate to the discussion on public goods?
