Assignment 2:

Scenario: Attack on Bobsville

For scenario 2, we created a fictional town called Bobsville. The information on Bobsville is intended to provide to you a snapshot of many small towns in America. Click here for an in-depth description of Bobsville [download].

Background Information

For several years, an organization known as the Universal Adversary (UA) has acted as an umbrella organization for terrorist organizations.  They have perpetrated state-sponsored attacks against the United States and other western nations.  The UA consists of individuals dedicated to achieving their goals using their terror skills to make political statements and protest actions by governments and industry to further their political interests.

The UA has continually sought opportunities to commit violent acts in the United States and other western nations to undermine established governments.  Some of these attacks have taken the form of single individuals attacking targets of opportunities using small arm weapons and sometimes using small explosives in the form of pipe bombs.  On other occasions, the UA has weaponized CBRNE agents that are much more sophisticated and have created mass casualty incidents.

(Two examples of CBRNE agents used as weapons include the; Rajneeshee Cult at the Dalles in Oregon, where members deliberately used salmonella to contaminate salad bars at local restaurants poisoning 751 people in 1984.  Also, in Japan, on March 20, 1995, the Aum Shinrikyo deployed several packages of deadly sarin gas in the Tokyo subway system killing twelve people and injuring over 5,000.)

In this scenario, we build off a CBRNE attack that occurred in the community of Bobsville, OK, on February 14, 2022.  The attack revolves around a Coordinated Complex Terrorist Attack (CCTA) with three Universal Adversary Cells operating independently but coordinated in their attack.  The UA has successfully executed attacks at two different locations within Bobsville.  The UA has effectively introduced Sarin Gas into the HVAC systems at the Bunnyville hospital and Bobsville University.  The UA has created multiple mass casualty events, which have produced a high number of dead and dying, victims who need immediate medical treatment, victims who have been exposed to the gas but are not exhibiting any symptoms, and many worried well.  Multiple agencies have responded to the incident, and local first responders have been overwhelmed.  However, other resources like the National Guard and federal agencies have sent response elements to support the response and recovery operations.

Throughout the rest of the course, we will have several further Scenario Modules which each examine how different concepts, laws and regulations can be applied to the attack that happened in Bobsville. This scenario module will be used to guide our discussion questions.

Module 3: Isolation And Quarantine

On the afternoon of February 14, 2022, a meeting was held between the incident command staff, leaders from local, county, state agencies, the FBI, and county and state health department officials. The discussion focused on who is a victim of the attack, who are witnesses, and whether victims pose any threats from off-gassing if they are exposed to people not directly involved in the attacks.

The health departments have specific concerns related to individuals who may have been exposed to the sarin gas attack and that are not displaying symptoms. There is growing concern about releasing victims and those exposed without proper treatment and establishing surveillance monitoring. The health departments are considering implementing isolation for those victims clearly displaying symptoms and, if needed, a quarantine process for those exposed that may not be exhibiting symptoms.

A decision is made to implement isolation and quarantine processes as needed.

The FBI considers every person who was exposed and those who've been receiving medical treatment as part of the crime scene. They need to conduct interviews with each victim prior to their release. Victims displaying symptoms are receiving medical treatment and have been advised that they are being isolated until it is determined that they are medically safe to be discharged. All other victims (exposed) not displaying symptoms or who may be worried well are being kept at the high school until they can be released. Their release will occur after receiving medical clearance and after the FBI has interviewed them.

Additionally, the FBI has asked for assistance from the CBIRF to conduct evidence collection under the DSCA authorities. The CBIRF teams can help with the deceased victim's removal once the crime scene has been fully identified and properly documented.

The worried well (victims who have been exposed but are not displaying symptoms) are requesting access to personal belongings at both the hospital and the university. They are getting agitated because cell phones, car keys, and house keys are still within the structures of the two crime scenes. The FBI, state police, county sheriff, and the Bobsville government will not release these items until the scenes have been properly investigated, decontaminated (if needed), properly mapped, cataloged, and cleared within the crime scene area. This news creates quite a bit of angst for the worried well victims.

As a result, adequate housing, feeding, and information sharing must be established and communicated until individuals can retrieve their belongings, etc. DoD and the local Community Emergency Response Team (CERT) provide a stop-gap with medical treatment, feeding, and sheltering of victims until the Red Cross and other agencies can fully bring in resources to meet the needs.
