The 2007 National Homeland Security Strategy cites the need for America's homeland security construct to embrace a more "all hazard" approach to preparedness, response, and recovery efforts. Is adopting an "all hazard" approach going to distract from the counterterrorism mission of key agencies? Is this an appropriate approach for your strategy document to take?
