One issue to consider in making this decision is time. How do you deal with issues that occur when you are managing a long-term contract, if your contractor goes out of business, merges with another firm or the individuals working on your contract leave (and take all their intellectual knowledge of your project with them)? What are the downsides to allowing time to "not" be an issue?
