What are the differences and similarities between the two


Two instances of twentieth/twenty-first century state terrorism from two separate states and compare and contrast the incidents. For example: An incident for Iran could be the takeover of the U.S. Embassy in 1979; AND an incident for Iraq could be the destruction of the Kurdish town of Halabja by explosives, napalm and poison gas by Saddam Hussein in 1988. What are the differences and similarities between the two incidents?  How could these be explained?  What are (or were) the global effects of such incidents?  Why would states act in such a manner?  Does it support achievement of states' interests?  What about global norms regarding state terrorism?  Please answer for both states.
