What are some reasons criminals don't seem deterred by our criminal justice system efforts?

As Schmalleger (2015) asks "what other roles do the police fulfill?".
What are some roles that police fill? Are police the right people to fill those roles? What other roles might police be good for? Does anyone think that police shouldn't be filling certain roles?
There are times police do not follow the probable cause rules. Do you think they do most of the time? Also, why would an officer do this knowing the evidence could possibly get thrown out due to the exclusionary rule?
According to Schmalleger (2015), in Harris v. U.S. (1968), the U.S. Supreme Court "ruled that 'objects falling in the plain view of an officer who has a right to be in the position to have that view are subject to seizure and may be introduced in evidence"'.
