Problem

1. What are public goods? Why might the market be unable to produce a sufficient quantity of public goods?

2. Can theories of basic human behavior be used to develop theories of political behavior? Can these theories be tested against reality? Do you think that scientific methodology can be applied to collective decision-making? Why or why not?

3. Why are well-organized special interest groups likely to be politically powerful? Why will vote-seeking political entrepreneurs have an incentive to cater to their views?
