Was there an offer made through the advertisement

Problem 1: Bob has a car and Sally wants to buy the car. Sally asked Bob if he would ever sell it and Bob said he never would. A few weeks go by and Bob is bored and tells his friends that he can get Sally "interested in purchasing it" He tells her "I'm ready to sell it for $10,000, its a bargain" and includes a winky face emoji. Sally is thrilled and responds to him immediately that she accepts his offer. Bob can prove that he was joking and wasn't intending to make an offer. Explain if Sally is likely to be able to purchase the car.

Problem 2: Karen saw a Target Advertisement that she could get a 50" flat screen TV for $500, which is normally $2,000. Karen drove to the store and was the first person through the door. She told the store clerk she wanted to accept the advertised offer for the TV. The store clerk told her that no offer had been made. Was there an offer made through the advertisement? Who is right, Karen or the store clerk? How come?
