Willam N Dunn in his book Public Policy Analysis identified the approaches to monitoring as social systems accounting, social experimentation, social auditing, and research and practice synthesis.These four approaches tend to overlap and therefore aspects of all four may be appropriate when dealing with ill-structured problems.
